Overview

The Office of Racial Equity is seeking a Preschool Development Grant Program Analyst & Equity Specialist to join their team.



The primary responsibility of the position is to facilitate data integration and linking efforts across agencies and departments within the Division, while maintaining a keen focus on equity. This includes ensuring comprehensive documentation of system specifications and data collection requirements. Collaborating closely with stakeholders, the Analyst accurately gathers and documents specifications, ensuring that data collection aligns with not only user needs but research needs, with a specific emphasis on enhancing data quality and relevance for equity-focused analysis. Moreover, in alignment with Vermont's Preschool Development Grant (PDG) activities, the Analyst applies an upstream lens to criminal and juvenile justice, with the goal of strengthening the early childhood system and improving outcomes for Vermont's young children, particularly in establishing effective prevention pathways. Supporting these activities, the position also plays a pivotal role in data integration and system evaluation.




Another crucial aspect of the role is collaborating in developing robust information management procedures and policies. This is achieved through teamwork to create policies emphasizing data security, integrity, and timely availability, ensuring that data remains secure, accurate, and accessible for equity-focused analysis.



Active engagement in meetings with advisory councils and state entities is essential. By providing expertise on racial justice data analysis and contributing to decision-making processes, the aim is to inform and influence decisions regarding racial justice data analysis, promoting equity and fairness. Conducting comprehensive data discovery processes is also vital. By exploring additional data sources and analysis techniques, the goal is to advance equity considerations in data analysis and reporting, ensuring that insights are comprehensive and inclusive.




Staying updated on best practices and protocols in data analysis is integral. Continuous research and learning about data analysis methodologies ensure the accuracy and reliability of equity-focused data insights, enabling informed decision-making and policy development. Additionally, upholding data integrity standards and conducting in-depth data analysis are fundamental. Analyzing incoming data, maintaining its integrity, and generating reports for equity-focused programs ensure that data accuracy is maintained, and insights drive meaningful actions toward equity and justice.

Who May Apply

This position, Preschool Development Grant Program Analyst & Equity Specialist (Job Requisition #50714) , is open to all State employees and external applicants. This is a Limited Service position, which is non-tenured and authorized through 12/30/2025. Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Duties are performed largely in an office setting, with some in-state travel required. Incumbents are required to have access to reliable transportation for occasional travel within the state. Some work outside of the normal work schedule or overtime duty may be required. Strong differences of opinion and emotionally charged situations may be encountered.

Minimum Qualifications

Associate’s degree or higher in data science, public administration, statistics, library sciences, or related field AND four (4) or more years of experience in statistical analysis, data science or analysis, or related field.

OR

Six (6) or more years of experience in statistical analysis, data science or analysis, business database management, library sciences, or related field.

Preferred Qualifications

Professional or volunteer experience in a field related to equity, social justice, diversity, or inclusion.
